Born on June 10, 1967, in Chão Bom, Tarrafal municipality, island of Santiago, Cape Verde. He studied literature and philosophy. He collaborates in newspapers and magazines in Cape Verde, Portugal and Brazil. For his first published book, "Paraíso Apagado por um Trovão", he received the Mário António Prize for Poetry 2004, awarded by the Calouste Gulbenkian Foundation to the best work of an African author of Portuguese and East Timor published in the triennium 2001-2003.

He published the books Paradise Erased by Thunder (2003); Agreste Matéria Mundo (2004); Lisbon Blues followed by Desarmonia (2008); Cabotagem & Ressaca (2008); City of the Oldest Name (2009); Coração de lava (2014); Contrabando de Cinzas (2016); Polaróides de Distintos Naufrágios (2017); Rua Antes do Céu (2017).

He has received the following awards: Cesario Verde Revelation Prize (CMO 1999); Mário António Prize for Poetry, Calouste Gulbenkian Foundation (2004); Jorge Barbosa Prize, from the Cape Verdean Writers Association (2006); Pedro Cardoso Prize, Ministry of Culture of Cape Verde (2009); City of Ourense Poetry Prize (Spain, 2010); BCA/Capeverdean Academy of Letters Prize (2016). For three consecutive times - 2008, 2009, 2010 - he received the Literature for All Award from the Ministry of Education of Brazil, for books aimed at young and adult neo-readers. He was also a finalist for the Ibero-American Prize Correntes d'escritas/Casino da Póvoa (2005), and a semi-finalist for the Portugal Telecom Literature Prize (Brazil, 2009).

His works are translated into English, Spanish, French, Italian, Catalan, Latvian, Finnish, Russian, Mandarin and Welsh.
