Manuel Monteiro da Veiga was born in the municipality of Santa Catarina, island of Santiago, Cape Verde, on March 27, 1948, is a Cape Verdean linguist of reference both at the level of his country and internationally.

He is a specialist and one of the greatest scholars and workers in the appreciation of the Capeverdean language, a Creole of the mid-western African Atlantic.

He studied at the Instituto Superior de Estudos Teológicos, in Coimbra, Portugal from 1971 to 1974. He also completed a degree in General and Applied Linguistics at the Aix-en-Provence University, France, between 1975 and 1978. He received his PhD from the same university in 1994 and 1997.
