Eva Verona Teixeira Andrade Ortet was born in São Filipe, on the island of Fogo, on May 20, 1958.  She has a degree in Agronomy from the Instituto Superior de Agronomia de Plovdiv, in Bulgaria. She holds a master's degree in Agricultural Sciences from the Catholic University of Louvain (UCL) in Belgium.

Since her return to the country, she has always performed various functions related to her area of training with great intensity. In 1995, she worked at the Ministry of Rural Development, as responsible for Agricultural Promotion, where she headed the installation commission of the National Institute of Agricultural Promotion and promoted the creation of the Seed Production Centre in Cape Verde. From 1995 to 2001 she worked as a National Specialist of FAO-Cape Verde where she stimulated the entire horticultural sector of the country, as well as the introduction of Modern Irrigation Technologies.

Her career in politics begins when she's elected National Deputy and Local elected of the Municipal Assembly of S. Filipe, island of Fogo, in 2003. And as a National Congresswoman, she represented Cape Verde in the PAN-African Parliament. In 2010, she became a Member of the Political Commission of the PAICV. She was President of the Network of Parliamentarians for the Environment, Combating Desertification and Poverty. She was part of the Network of Women Parliamentarians, the Network of Women of the CPLP and the Network of Population. She was Minister of Rural Development of Cape Verde.
