Jorge Carlos de Almeida Fonseca, Mindelo, 20 October 1950, has a degree in Law and a Master's degree in Legal Sciences from the Faculty of Law of the University of Lisbon. He was an Assistant Professor at the Faculty of Law of the University of Lisbon for several years, having taught the subjects of Civil Procedure, Criminal Law and Criminal Procedural Law.

He was a researcher in the area of Criminal Law at the Max-Planck Institute, in Freiburg im Breisgau (Germany - 1986), Professor of Criminal Law and Procedure at the Institute of Legal Medicine of Lisbon and Resident Director and Guest Associate Professor in Macau (1989-1990). His vast scientific work in the areas of Criminal Law, Criminal Procedure and Constitutional Law - a dozen books and more than fifty doctrinal works in magazines - is published in more than a dozen countries. He has also written dozens of articles on politics, culture, democracy, human rights and citizenship in Cape Verdean and foreign journals.

He was President and Professor of the Higher Institute of Legal and Social Sciences of Cape Verde and President of the "Law and Justice" Foundation, being also one of its main founders. He participated in the preparation of the Constitution of Cape Verde (1992) and, as Jurisconsult and Researcher, he was the author of several projects of diplomas that mark the outlines of the new Cape Verdean legal system, namely the Projects of the new Criminal and Criminal Procedure Codes, the Law of Execution of Criminal Sanctions, the Draft Law of Support to Victims of Violent Crimes and the Law of Customs Tax Offences. He directed and coordinated the "Study on the State of Justice in Cape Verde" (2001).

Jorge Carlos Fonseca fought for the independence of Cape Verde, from the age of seventeen, in the clandestine structures of the PAIGC. During the regime of a single party and in rupture with him (1979) he founded the Cape Verdean Circles for Democracy (C.C.P.D. -1980) and the Cape Verdean Human Rights League (1982). He was Director General of Emigration and Consular Services of the Ministry of Foreign Affairs of Cape Verde and the first Secretary General of that Ministry (1975-1979).

He was linked to the foundation of the MPD and was the Prime Minister of Foreign Affairs of the 2nd Republic (1991 and 1993), and in this capacity he managed to have the country elected to the United Nations Security Council.

Jorge Carlos Fonseca is also a poet, with two books published and collaboration dispersed in dozens of national and foreign publications. He appears in several literary anthologies published in Cape Verde, Portugal, Brazil and Cuba and in several collective works and literary studies. A literary essayist and columnist, he was a lecturer on legal, cultural, literary and political issues in Cape Verde, Guinea-Bissau, Portugal, Brazil, Spain, Senegal, the United States of America, Macau, Mexico, Turkey, Japan, Angola, Austria and Hungary.

He is an Honorary Citizen of the Old City (World Heritage) and Emeritus Member of the Brazilian Institute of Criminal Sciences.

He is the President of the Republic of Cape Verde, the winning candidate in the 2011 and 2016 presidential elections.
