Eunice Andrade da Silva Spencer Lopes was born on April 6, 1956. She graduated in Civil and Industrial Technical Engineer - Technical Institute of Rostov Rostov, Russia, Connecticut, USA Economics - University of Havana, Havana, Cuba, MBA - Central Connecticut State University.

She was director of the Studies and Planning Office of the Ministry of Infrastructure and Transport (MIT) of 1995-1997, General Director of Public Works of 1997-1999, Technical Staff of the former State Construction Company (EMEC) and of the Ministry of Infrastructure and Transport (MIT), Member of the Public and Private Works Licensing Committee of 2002-2008, General Secretary of the Cape Verde Association of Contractors of 2002-2010, Non Executive Director of Tecnicil Construções of 2007-2010.

She was also Executive Director of SEP,Lda (Project Execution Society - Coordination of technical teams in the elaboration of various territorial management plans (EROT, PDM, PDU and PDT - Concelhos de SSM, SCRz, SM, Brava, Boa Vista and SN) from 2002-2011, Vice-President of the Specialized Committee for Environmental Economy and Spatial Planning from 2011-2016, President of RPALCDP - Network of Parliamentarians for the Environment Fight against Desertification and Poverty 2011-2016, Vice-President of APPEL - Alliance of Parliamentarians and Local Electors for the Protection of the Environment of West African Coastal Countries 2013 - 2016 and President of the Parliamentary Committee of Inquiry (Shipwreck Vicente) - CPISM

She is the current Minister for Infrastructure and Spatial Planning and Housing
