Renato de Silos Cardoso was born in Mindelo on 1 December 1951.

Graduated in Law from the Universidade Clássica de Lisboa, he distinguished himself very early on by his commitment to the struggle for National Liberation.

Participant in the negotiations that led to the independence of our country, he held various positions in the governments of the First Republic, including that of Advisor to the Prime Minister and Secretary of Public Administration.

In the latter position, he revealed his particular technical qualities in the conduct of the Administrative Reform process.

He is the author of several conferences on international and administrative relations given abroad.

He has published the Book Cabo Verde - Opção por uma política de paz.

He was also a musician and composer. He composed some ballads, namely Tanha, Tera bo Sabe and Porton d'Nos Ilha.

He died in the City of Praia on September 29, 1989 victim of barbaric aggression.
