Lúcio Matias de Sousa Mendes, better known by his pseudonym Mário Lúcio, was born in Tarrafal, on the island of Santiago in Cape Verde, on 21 October 1964. Mário Lúcio does his secondary studies under the tutelage of the military authorities and lives in the barracks of Tarrafal that during the colonial period operated as a concentration camp. Then, he obtained a scholarship that allowed him to study in the city of Praia.

In 1984, he received a scholarship from the Cuban government to study law in Havana. He returned to Cape Verde six years later as a lawyer. In 1992, he was appointed cultural adviser to the Minister of Culture. From 1996 to 2001, he was deputy in the Cape Verdean Parliament.

Mário Lúcio Sousa is the founder of the Simentera group, which marks the decisive return of Cape Verdean music to its acoustic roots and has claimed African continental culture as an element of Cape Verde's cultural identity. His convictions earned him the nomination as advisor to the Commissioner responsible for Expo 92 in Seville. For this and later for Expo 98 in Lisbon, Mário Lúcio Sousa was the author of the musical projects that represented his country.

Mário Lúcio Sousa is a multi-instrumentalist and arranger of several albums by Cape Verdean artists. Founder and director of the Associação Cultural Quintal da Música, whose Private Cultural Centre works to promote traditional music and access for children to learn and promote their talents.

He was Minister of Culture in Cape Verde from 2011 to 2016.
