José Luís Hopffer C. Almada was born in Santiago, spent his adolescence in the city of Praia, capital of the country.

Jurist, poet, essayist, analyst and radio commentator, he graduated in Law from the Karl Marx University, Leipzig, and has a post-graduate degree in Legal Sciences and in Political and International Sciences from the Faculty of Law of the University of Lisbon.

Associated with various cultural initiatives in Cape Verde, such as the Pró-Cultura Movement, the cultural supplement Voz di Letra of the newspaper Voz di Povo and the magazine Pré-Textos, he was director of the magazine Fragmentos between 1987 and 1998, co-founder of Spleen-Edições and head of the Association of Cape Verdean Writers from 1989 to 1992 and in 1998.

In poetry he published "À Sombra do Sol I e II" (1990), "Assomada Nocturna" (1993), "Assomada Nocturna — Poema de NZé di Sant' y Agu" (2005) and "Praianas - Revisitações do Tempo e da Cidade" (2009).

In addition to being the author of "Sindromas de orfandade identitária e funcionalização político-ideológica nos discusos culturais caboverdianos" (separates from the magazine Direito e Cidadania) and coordinator of the collective work "O ano mágico de 2006 - olhares retrospectivos sobre a história e a cultura caboverdianas", José Luís Hopffer Almada is the author of numerous articles and essays, with literary, cultural and legal content, scattered throughout various Cape Verdean and foreign publications.
