He was the first Cape Verdean to be ordained bishop. After working in the mission in Angola and Portugal, he arrived in Cape Verde to assume and guide the Diocese of his native land in 1975, in a very special period that coincided with the national independence.

During his 34 years at the head of the Catholic Church in Cape Verde, he sought to be a truly living man. He sought to encourage all Catholic Christians to have a free spirit, so that they would not be content with only human liberation. Bishop Paulino Évora was also a great fighter and promoter of democracy in Cape Verde.
