Abilio Augusto Monteiro Duarte was born in the city of Praia on February 16, 1931. He was a Cape Verdean nationalist and political leader at the beginning of the independence period.

Abilio Duarte was the Prime Minister of Foreign Affairs of the newly independent Cape Verde 1975-1981, he was succeeded by Silvino Manuel da Luz. He was also president of the Popular National Assembly from 1975 to 1991, he was succeeded by Amílcar Spencer Lopes.
